Diplomacy remains a key tool for states in the international arena. At the same time, the practice of diplomacy is undergoing significant, even radical, changes. The role of the state is changing on the international scene. How is this affecting diplomacy? Are traditional foundations and diplomatic practices still important for the active diplomat today? How has diplomacy responded to the greater engagement of leaders, to new institutions, to the wider range of issues, to new techniques of communication?
