Michael Daxner is professor of sociology and president emeritus of the University of Oldenburg, Germany. He has served as special counselor to the United Nations Interim Administration Mission in Kosovo and was the international administrator of the University of Prishtina, and later Minister of Education in Afghanistan. In 2002-03, he served on an advisory mission in Afghanistan to the Minister of Education. He has also been the German delegate to the Council of Europe Committee on Higher Education and Research, a board member of the European University Association, and treasurer of the International Association of University Presidents since 1999. He is currently president of the Magna Charta Observatory, based in Bologna, Italy.
