The international community is paying increased attention to the 25 percent of the world’s population that lives in fragile and conflict affected settings, acknowledging that these settings represent daunting development challenges. To deliver better results on the ground, it is necessary to improve the understanding of the impacts and effectiveness of development interventions operating in contexts of conflict and fragility. The presentation will discuss the practices of impact evaluators in these contexts, in particular how they address evaluation design and data collection. It will draw upon examples from a collection of impact evaluations of conflict prevention and peacebuilding interventions.
Marie Gaarder is Manager in the World Bank’s Independent Evaluation Group (IEGPS), where she manages corporate, thematic and project evaluations. She joined the IEG from the Norwegian Agency for Development Cooperation (Norad), where she was the Director of the Evaluation Department. Prior to joining Norad she was the Deputy Executive Director of the International Initiative for Impact Evaluation, 3ie, responsible for the impact evaluation programs, and the promotion of evidence-based development policies and systematic reviews. Marie Gaarder has over 15 years’ experience managing operational and research projects with a development focus and her publications cover areas including evaluation of conditional and unconditional cash transfer programs, evaluation in fragile and conflict-affected states, the institutionalization of government evaluation, and the use of evidence in decision-making. Prior to joining 3ie, she worked as a Senior Social Development Specialist at the Inter-American Development Bank. She holds a Ph.D. in Economics from University College London.
