This study, funded by the Office of the Privacy Commissioner of Canada, addresses the privacy implications of electronic communications interception for national security purposes with respect to four key areas:

• The legal mandate and accountability of the Communications Security Establishment Canada;
• New policy and institutional arrangements created by the 2010 Cyber Security Strategy;
• Cyber security and intelligence sharing under the 2012 Border Action Plan; and
• Regulated versus unregulated access to basic subscriber data held by telecommunications service providers under proposed new legislation.
