Complex systems are sets of institutions whose mandates are partly overlapping. Since the tensions are common between these institutions, current research attempts to identify strategies to mitigate them. Recent developments in the theory of schemes, studies of science and technology and social network analysis indicate that “boundary organizations” – a form of organization until recently ignored by International Relations – can potentially reduce tensions within complex systems by generating knowledge perceived as credible, legitimate and relevant. Therefore, this presentation evaluates the capacity the new Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES) to integrate the various institutions that make up the biodiversity regime. The results are mixed, under both improvements over previous organizations but also persistent failures.
Jean-Frédéric Morin is an associate professor at Laval University and holds the Canada Research Chair in International Political Economy. Before being invited to conduct this research chair, he was a professor at the l’Université libre de Bruxelles (2008-2014) and a researcher at McGill University (2006 -2008). Morin ‘s research focuses on the interactions between international institutions, transnational networks of experts and the dissemination of standards in the field of trade, environment, investment and intellectual property. His work has been published in some of the best journals of international relations, including International Studies Quarterly, European Journal of International Relations and Review of International Political Economy.
